Series of Seminars on Clean Development Mechanism (CDM)

The EU funded SCI-Pak Project has concluded a series of seminars on Clean Development Mechanism (CDM) for textile processing and tannery sectors today at Karachi. In this regard, seminars were conducted in Lahore and Faisalabad as well.

Omar M Malik, representative of the SCI-Pak Consortium, informed the audience that CDM was formulated to develop cooperation for climate change mitigation activities between developed and developing countries. In CDM, Carbon dioxide mitigation and abatement activities being commissioned by developing world are quantified and each ton of Carbon dioxide reduction per year can be sold in Carbon Markets for €15-20 as carbon credit. Renewable energy, energy efficiency, solid waste management, transportation, agriculture, industrial process improvements are the areas which can benefit from CDM.

Qazi Mughis Sabir, senior consultant IHT, informed that Pakistan is way lagging behind the developing world to capture the carbon market. He told that Pakistan has only 9 projects that have been registered by the CDM executive board while this number for China and India is 969 and 534 respectively. Pakistan has only 26 projects in pipeline for CDM while the same number for China and India is 2,536 and 1,825 respectively. He concluded that Pakistan needs to catch up with the world.

Case studies of different CDM projects in Textile and Tannery sectors in India were presented. It was mentioned that although such projects have been and are being undertaken by the Pakistan’s industry as well, but lack of awareness about CDM, dearth of financial incentives, weak institutional capacity and long project cycle time are the reasons that have hindered the CDM penetration in local industry.

The sessions also included technical presentation on writing the Project Design Document (PDD), which is the most important part of the CDM process. It was highlighted that Project Design Document serves as the basis for the CDM project evaluation by CDM executive board (EB). A quality PDD will ensure smooth validation, positive validation report, quick registration of the project with CDM EB and on time completion of verification and issuance of CERs by CDM EB.

The session in Karachi was also addressed by Mr. Tanvir Mahmud, National program coordinator CDM programme, United Nations Industrial Development Organization (UNIDO). He informed the audience that UNIDO, along with other services, is undertaking a CDM Programme to help in industries to make benefit from CDM by offering trainings, awareness sessions, consultancy and linkages.

These sessions were part of the series of activities being conducted under SCI-Pak project for promotion of sustainability in local industry.
